Reporting to:

Reporting to the Superintendent of Human Resources, the Senior Manager Labour and Employee Relations Teaching Services is an experienced leader in Labour relations. The successful candidate will be responsible to provide advice, coaching, guidance and support on issues related to all local and central collective agreements, board policies and employment legislation. The incumbent is also responsible for assisting with the development and maintenance of effective day to day employee relations. The manager also supports strategic planning, budget development, work planning, human resources, staff development and change management and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial.

Description:

Manages and leads staff and specific functional units (e.g. Labour/Employee Relations, WSIB Administration, Attendance Support, Disability Management and Health and Safety) within the Human Resources area including providing support and coaching to staff and ensures that system policies and procedures are implemented effectively and in accordance with the respective legislation.

Coordinates and leads collective bargaining programs for all unionized employee groups including acting as spokesperson for the Board in negotiating the Collective Agreements/Terms and Conditions of Employment. Develops the Boards negotiation positions, ensuring input from the relevant stakeholders, and considering contentious points from the Collective Agreements, existing and pending legislation, current Labour relations issues, and cost constraints.

Oversees all functions related to the recruitment and selection process for all academic staff. Responsible for the development and implementation of hiring practices and procedures, job descriptions, work alongside management to identify and anticipate recruitment needs, job postings, pre-screening of resumes, interviewing, reference checks, selection, preparation and coordination of job offers., compensation and orientation.

Consults and coordinates with legal counsel to defend the Boards actions in cases before Boards of Arbitration, the Pay Equity and Human Rights Commission/Tribunal, the WSIB Tribunal and the Ontario Labour Relations Board.

Ensures compliance with and consistent application of, the collective agreements and provides advice and counsel on the same to all levels of the organizations.

Reviews, negotiates, establishes, and implements new and revised Pay Equity plans and Job Evaluation programs for all employee groups within the Board.

Ensures that Job Evaluation programs are maintained in accordance with Board protocols and the Pay Equity Legislation.

Provides advice to Superintendents, Assistant Superintendents, Principals, and Manager/Supervisors, on a wide variety Human Resource policies and procedures i.e. attendance support, disciplinary matters.Assist with tactical planning, development, evaluation, and implementation of the Human Resources policies and procedures of the board, and ensures their compliance with legal and regulatory bodies, identifies areas of potential liability, and recommends modifications and improvements to same.

Assists in the establishment of goals and objectives for the Human Resources Department, which are in line with the system-wide goals and objectives.

Assists in the development and monitoring of Board policy in the areas of labour/employee relations, attendance support, Disability Management and Health and Safety.

Acts as the Boards contact with outside agencies, and advises and assists in the response to related

matters and complaints.

Qualifications: University Degree in Industrial or Labour Relations or Human Resources, or a related field.

A minimum of seven (7) years experience in the field of Labour Relations/ Human Resources.

A minimum of five (5) years supervisory experience in the field of Labour Relations and/or related field.

CHRP (Certified Human Resources Professional) or CHRL (Certified Human Resources Leader) is required.

Significant Experience should be demonstrated in the following areas: Collective Bargaining, Contract Administration, Pay Equity Legislation, and Job Evaluation Processes, Disability Management, Human Rights, Health and Safety and Staffing/Recruitment;

Extensive working knowledge of relevant legislation (Labour Relations Act, Education Act, Human Rights Code, Employment Standards Act, Workplace Safety and Insurance Act, Occupational Health and Safety Act, Pay Equity Act and all respective and associated regulations);

Excellent communication, negotiation and problem-solving skills.
