RESPONSIBILITIES: Under the direction of the Associate Director of Business Affairs, the Supervisor of Purchasing will: Provide procurement support to board staff on all procurement and purchasing matters;

Administer the operation of the central warehouse and inventory, co-ordinate, and delegate tasks including the board-operated courier;

Implement and maintain purchasing procedures and policies to support fair, transparent and accountable purchasing processes, in accordance with the Broader Public Sector Procurement Directive (BPS) as well as industry best practices and current legislation (trade agreements, procurement case laws, ethics, safety regulations and AODA compliance);

Prepare specifications, issue requests for tenders or proposal (RFT, RFP), receive, review and evaluate, and oversee the selection of successful bidders, award contracts and maintain supporting records in accordance with Board Policy and legislative requirements;

Approve all purchase orders issued on behalf of the Board, and administer all requirements related to procurement, such as contracts, insurance and authorized approval limits;

Develop and prepare reports on procurement activities, including school budget comparison reports, and other ad hoc reports as required;

Assign and verify general ledger account codes on all purchase orders, and validate and approve supplier invoicing;

Liaise with school and department staff and vendors with respect to procurement;

Other related duties.QUALIFICATIONS : The successful candidate will be a self-motivated, critical thinking team player, with: College Diploma in Business Administration;

Supply Chain Management Certificate (CSCMP, CPPB, CPPO, or equivalent certification);

Minimum of three to five years experience in a computerized purchasing environment, managing a high volume of transactions;

Knowledge of the Provincial Broader Public Sector (BPS) Procurement Directive; Canadian Free Trade Agreement (CFTA); the North American Free Trade Agreement (NAFTA); the Comprehensive Economic Trade Agreement (CETA) and other similar governmental trade protocols;

Commitment to continuing education and attending related Board sponsored courses/seminars;

Superior organizational, computer, and inter-personal skills;

Ability to handle multiple priorities effectively;

Composed, discreet, and professional manner;

Superior skills using Excel and Microsoft Word;
